Civil War Union Army Officer. He was mustered in as a Sergeant in Company I, 23rd New Jersey Volunteer Infantry on August 26, 1862. On September 14, 1862 he was made a Quartermaster Sergeant on the regiment's Non-Commissioned Staff. He served in this capacity through the December 1862 Fredericksburg Campaign, then was commissioned as a 2nd Lieutenant, and assigned back to Company I, replacing the resigned 2nd Lieutenant William Frazier. On April 18, 1863 Lieutenant Forrester Taylor was promoted to Captain of Company H, and Lieutenant Dobbins was advanced to 1st Lieutenant and transferred to Company C to fill he vacancy. He served with his company through the May 1863 Battle of Chancellorsville, and was honorably mustered out of service on June 27, 1863.
