Born in Fort Scott, Kan., Mr. Fulton graduated from Chicago Art School in 1923 and moved to Portland in 1925, the same year he founded Security Signs. In 1938 and again in 1958 he directed the application of gold leaf to the Oregon Pioneer statue atop the Capitol in Salem.
He was Northwest regional director of the National Electric Sign Association from 1970 to 1974. He was a member of Al Kader Shrine, the Multnomah Athletic Club and the Portland Executives Associaton.
Mr. Fulton is survived by a son, Robert Jr. of Portland; a daughter, Marjorie J. Redd of Portland; two brothers, Jack H. of Roswell, Ga., and P.M. Fulton of Brightwood; and five grandchildren.
Inurnment will be in the River View Abbey Mausoleum.
