Original Swiss spelling of name was Baumgardner.
Son of George Park Bumgarner and Mary E. Gleaves, he served in the Spanish American War as aide to Col. Tasker H. Bliss and raised the first American flag over Havana, Cuba.
He married Ida Lee RAND, 10 Oct 1903, Hamilton,​ Ohio, and they had a so Rand Bliss in 1905.

Albert was clerk of courts in Belmont County before becoming cashier for St. Clairsville National Bank. Albert was also VP of St. Clairsville Community Club, and owner of a 60-acre apple orchard.
