Hiram was born in Illinois, probably in Will or Kankakee County. He was the son of Bluford and Hannah (Cain) Dulin. His mother died when he was a child, and his father remarried in 1851.

He served in the Civil War. His first enlistment was with Company K of the 113th Regiment Illinois Infantry. (Hiram's brother Bluford also served in this regiment.) His second enlistment was Company B of the 20th Regiment Indiana Infantry. The dates of his service have not been located, but he did receive a pension for service in these regiments.

After the war, Hiram married Mary Post on November 7, 1874 in Lake County.

Hiram, Mary and their young daughter Mary removed to Illinois where the couple had two more daughters: Florence and Frances. The family went onto Cuming City, Washington County, Nebraska where Hiram farmed. Another daughter, Cora, was born in Nebraska.

The couple returned to Lake County by 1900 where they resided in Hammond, Indiana.

Hiram died in Griffith, Lake County, Indiana while visiting his daughter.

(Hiram's father spelt the name Dulin. Hiram began using Dulien later in life.)
