Born Maria Elsa Ochoa in June 1918, Elsie began her life in Estelí, Nicaragua.
She moved to the United States in the late 1940s and there she fell in love with and married a military man, Oscar Higgins.
Elsie was a proud American and adored being a military wife. She and Oscar saw the world together, living in many places, including Japan and Hawaii, before finally settling in Sierra Vista, Arizona, in 1960.
She lived healthfully and happily in Sierra Vista until her recent move to Tucson took her closer to family.
