Husband of Annie Maria Collins.
He was both a business man and one of the founders of the Republican Association in Washington,DC which later became the Repulican Party.
He served as the Postmaster of Washington, DC from
1861-1863, then in 1864 appointed collector of the IRS which he held the office until 1868.
Then 1870 was elected Pres. of the Metropolitan Paving Co until 1873, holding a contract under the Govt to pave the streets of Washington.
Then in 1873 he was elected to the duties of the collector of taxes for the District of Columbia which he held until 1874.
He then became involved in varied private interests such as Pres. of the Virginia Brick Company, director of the National Safe Deposit Co. and also was a director of the Second National Bank and had large real estate interests of his own which needed his personal attention.
