Governor of New Mexico. He was admitted to the bar in 1891 and practiced law in Chicago before moving to Portales, New Mexico in 1901. From 1903 to 1905, he served as a United States Commissioner and County Clerk of Roosevelt County. He was Assistant District Attorney Roosevelt County, 1905 to 1909, Mayor of Portales 1909 and 1910, and a member of the State Constitutional Convention, 1910 to 1912. In 1916, he was elected Lieutenant Governor of New Mexico and assumed the office as the 3rd Governor of New Mexico in February 1917, after the death of Ezequiel C. De Baca. After leaving the governorship in 1919, he resumed his legal career and was a delegate to the Republican National Convention in 1924.
