She was born February 1, 1898 in Perry Twonship, a daughter of the late George Franklin and Sarah Ann Conner Headley. She resided all her life in Perry Township and as a young woman taught school in both Perry and Wayne Townships.
Mrs. Phillips was a member of Valley Chapel Methodist Church, Brock, PA and of the UMW of both Valley Chapel and Buckeye UM Churches.
Surviving are her husband, Enoch A. Phillips, whom she married June 30, 1921; two sons, Charles R. Phillips of Spraggs and Victor T. Phillips of Dormont; and a sister, Bernice Headley (Clovis) Wright.
Deceased are two sons, Robert B. and Frederick A. Phillips; two grandsons, Charles A. and Tracy A. Phillips; a sister Gertrude Headley (Luther) Riffle and four brothers, J. Byron, Fred V., Albert E. and J. Stanley Headley.--Obit Observer-Reporter February, 1989
