I don't know if this is a cenotaph, a marker in honor and memory of Victor, or if he was moved from his burial in the Philippines.

Victor died on the USS Nashville. While shelling Vila Airfield on Kolombangara on the night of May 12, 1943, the USS Nashville suffered a powder charge explosion in one of the forward turrets, killing 18 and injuring 17.
