Son of Walter Marion Hipp and Sarah Elizabeth (Hodge) Hipp. He worked for Santa Gertrudis Mining Company in Mexico City and was married to a Mexican national sometime before 1917. Her name was given as Josephino in a U.S. Border Crossings report at Laredo, Texas on Apr. 14, 1919. It is not known where James and Josephino lived or where they died.

James' wife is identified in her husband's 1921 US passport application as Josephina Franco.
