Born in St. Heliers, Jersey, Channel Islands, Clement was the son of Joseph Hubert and Sarah Deslandes, both born in St. Heliers around 1722. Clement, a master mariner and ship owner, settled in Arichat in 1785 were he became a successful merchant. In 1795, he served as Captain in the militia and, in 1803, was appointed Justice of Peace. After 1807, he also served as Collector of Revenue, Clerk of Licences, Coroner, and Surveying Officer.

Clement had two children with a first wife whose name is uncertain (some sources claim her name was Mary Ross):

Maria Hubert, b. 13 Nov 1807, Arichat, d. 28 Feb 1883, Arichat, m. (1st) 1 Apr 1824, Thomas E Chandler, m. (2nd) 8 Jun 1839, William Botsford Chandler

John (Jean) Hubert, b. Arichat, 1811, d. 10 May 1837, Arichat, m. 5 Mar 1832, St. Heliers, Jersey, Anne Fixott (daughter of Charles Fixott, MD)

On 1 Feb 1841 at Arichat, Clement Hubert married (2nd) Catherine Urquhart, b. 1796, Scotland, d. 25 Oct 1871, Arichat. They had one child:

Annabella Hubert, b. 30 Jun 1832, d. 23 Feb 1920, Halifax, NS. Annabella never married.
