Son of Lewis RIGGS of Connecticut and Eliza A. Clarke RIGGS of Fabius, Onondaga County, NY.

Married Martha J. McGEORGE on 21 Sep 1868. They had the following child:
Euela "Lulu" RIGGS (1878-1968)

L. Clark Riggs was born on the farm he now occupies on North Main street, July 14, 1844. He attended Alfred University and later went to Commercial college at Buffalo, returning to this place and the home farm of 235 acres, which he has developed into a magnificent property. He brought to Franklinville the first registered Holstein sire that came to this vicinity.

Mr. Riggs has at different times sold parcels of land from the south edge of his farm, amounting in all to about twenty acres, on which have been laid out and built up Riggs street, Church street and Factory street, and the manufactory sites now occupied by the milk plant, cutlery factory, etc.

Mr. Riggs was a Director and Superintendent of the Franklinville Fair for a great many years. He has served as Village Trustee, and for years was foreman of the Alert Hook & Ladder Company.

He was married Sept. 21, 1868, to Miss Martha McGeorge of this village, and their only child is Mrs. Edgar J. Grierson.
