Jeffrey lost his life when he tried to assist his older brother who was having difficulties swimming in Conewago Creek at East Berlin. He dove from the dam at the west end of East Berlin when he saw his brother needed assistance. He struck a concrete protrusion from the dam at the water line. He was caught in the strong undercurrent and swept over the dam. In the meantime, his brother was rescued by another swimming companion.

Jeffrey was a senior at Gettysburg Area High School.

He was the son of Charles R and Hazel (Rosenberry) Fowler. He is survived by a sister, two brothers and a maternal grandmother.
