Stuart Stanley Bliss was born in Chicago, Cook, County, Illinois to Hale and Martha (Hamblin) Bliss, 14 October 1885.

The 1900 census for Chicago, Illinois showed Stuart with his parents Hale and Martha Bliss, and brother, Ernest. Both Stuart and his older brother, Ernest, were born in Illinois. In 1910, he was listed with his parents in Umpqua, Douglas County, Oregon.

At age 28, Stuart S. Bliss married Ethel M. Strong, age 28, in Cook County, Illinois, 23 June 1913. On 8 October 1935, he married Mabel G. Doupe, in Multnomah County, Oregon.

The Portland City Directories, Portland, Oregon, for 1915, showed Stuart was a salesman for J. K. Gill Co, a department store, and in 1928, he was listed as "sec Wilson's Auction House." His mother, Martha E. Bliss, a widow, was living with Stuart and wife Ethel in 1915 and 1928.

Stuart registered for the WWI and the WWII Draft. The WWI card showed him as Stuart Stanley Bliss, born 14 October 1885. His occupation was listed as a manager in a store. and nearest relative, Ethel M. Bliss, at his same address in Portland, Oregon. The WWII Draft card showed he was born in Chicago, Illinois, and employed by Wilson's Auction House, in Portland, Oregon.

In 1940 Stuart's occupation was listed as a retail jeweler, and he was married to Martha G. Bliss. His son, Paul, was age 20 and living at the same address.
