Ethel was the daughter of James E. & Emma Resiemer. It is beleived at one time that her father served in the Texas Rangers, but that is unconfirmed. Ethel had 1 older brother, James Thomas Shirley and 1 younger sister, Ellen Lydia (Shirley) Gipson.
She was married first to James Otto Peavy in 1912 and had one son, Edwin Merle Peavy. Her 2nd and last marriage was to my Grandfather, James Roy Phipps in 1939.

"Funeral services for Ethel Pauline Shirely Phipps, 94 were held Monday in Cleveland with burial at 2pm in White Rose Cemetery in Wills Point.
Arrangements were under the direction of Pace-Stencil in Cleveland and the LyBrand Funeral Home of Wills Point.
Mrs. Phipps died October 17 in Galveston at the John Sealy Hospital. She was born May 27, 1892, in Wynne Wood, Oklahoma, daughter of James E. Shirley and Emma Resiemer Shirley.
She is survived by a sister, Ellen Gibson of Lufkin; four step-daughters, Margaret McCollum, Amarillo, May Vaughan, Wills Point, Winnie Vaughan, Wills Point, and Billy Phelps, Pampa; 13 grandchildren; 24 great-grandchildren; and several nieces, nephews, relatives and friends.
She was preceded in death by her husband, James Roy Phipps, in 1964, and one son, Edwin Merle Peavy, in 1985.
Mrs. Phipps was a member of the Faith Missionary Baptist Church in Cleveland."
