Early Topeka, Kansas, newspaper publisher with his brother, Edmund Gibson Ross ("Kansas Tribune," 1856-1858, and "Kansas State Record," 1859-1861/2). Mayor of Topeka, Kansas (1865-1866, 1 year). Rossville, Kansas, was named in his honor (1862); the Ross Row Houses he built in Topeka, Kansas, are in the National Register of Historic Places. He was removed from Evergreen Cemetery, Los Angeles, California, USA, August 5, 1924; buried with his daughter (May Ross Snyder), grandson (Ross Snyder), and son-in-law (Meredith Pinxton Snyder, Mayor of Los Angeles).
