Peacetime Congressional Medal of Honor Recipient. Born in New York, he served as a Landsman in the United States Navy. On November 17, 1879, while serving on board the U.S.S. Richmond at Shanghai, China, Landsman Michell rescued a fellow shipmate from drowning after he fell into the sea. For bravery without regard for his own safety, he was awarded the Medal of Honor on October 18, 1884.
