Emma ("Emily") was born in Rushville, Nebraska where her father was a farmer. When drought caused many to flee northwestern Nebraska, her father participated in the Cherokee Outlet land run in Oklahoma in 1883 and moved the family near Pawnee, Oklahoma. The family later moved to Lawton, Oklahoma where soon after her father died, leaving her mother with four small children to raise alone. Emily and her sisters worked very early to help support the family.

Emma married Charles Biggs in 1906 in Lawton. They had two sons, Eugene (1912-1933) and Wayne Lee (1914-1955) Family lore hints that Wayne was murdered by some business associates of his father but no historical evidence of this has yet been found. Eugene died in an automobile accident.

Emma and Charles moved to California, likely sometime after their son Eugene died and lived there until their deaths.
