Verl Van Houten was born in Minnesota, likely either in Lincoln County, where his parents resided at the time his father registered for the draft in 1917 during World War I or else in Becker County where they lived by the time of the 1920 federal census.

His parents were Homer Preston Van Houten (1886-1954) and Evelyn Dorothy (Johnson) Van Houten (1887-1973), natives of Iowa, who were born and for much of their lives resided in Ida County, Iowa, near or in Ida Grove. They had returned there by the 1950s, after also living in Louisa County, Iowa, for a period of time.

Verl's older sister, Margaret I. Van Houten, who died in infancy, born and died in 1913. His brother is Marvin Van Houten.

Verl was married to Viola Belle Walker February 18, 1940, at Mount Pleasant, Iowa. She is a daughter of Samuel Nathaniel "Sam" Walker (1869-1957) and Jennie "Reil" (Hannah) Walker (1892-1958). Before 1958 they left the Midwest and moved to Corpus Christi, Texas, where their children were born.

Verl worked as an electrician, and was active in his local union.

Their children are: Ronald Verl, Ralph Lee, and Ray Alan Van Houten, and Sandra Jean "Sandy" (Van Houten) Hager. Son Ray died in infancy at age 20 days in 1948.
