Elon K. Rowlee, 88, who served as the city's mayor for 14 years during consecutive terms in the 1940s and 1960s, died Friday at A.L. Lee Memorial Hospital after a brief illness.

Rowlee, of RD 5, East River Road South, was remembered as a popular ''people's mayor'' who rarely found a problem that was too small to warrant his attention.

''He did a lot for the city of Fulton,'' said current Mayor Ronald L. Woodward. ''He was a very good mayor and a very compassionate man. The people obviously loved him.''

Rowlee, a successful businessman who owned interests in two local dairies, served four consecutive two-year terms as mayor from 1942 until 1949.

He made a political comeback and was re-elected as mayor in 1960, going on to serve three consecutive terms until 1965.

Woodward said the former mayor was able to maintain his popularity over the years because he was always willing to get involved in seemingly minor local issues.

''He was a real people's mayor,'' Woodward said. ''That's something that's really tough to get out of a public official today.''

''He cared enough about the people to take care of the small problems,'' Woodward added. ''We would be remiss if we didn't do all we could to remember him.''

The flags at the Fulton Municipal Building were lowered to half-staff Friday, while city officials prepared a resolution of respect in Rowlee's honor for adoption at the Feb. 3 Common Council meeting.

Rowlee, who was born in the neighboring town of Volney, was a life resident of the Fulton area.

He was the son of Charles and Rhoda Distin Rowlee.

His wife, the former Gertrude Candee, died July 15, 1984. The couple had been married 66 years.

Rowlee owned and operated the Fulton Dairy Farms from 1927 until 1964. He was a co-owner of Onondaga Dairy Supply Inc. from 1948 until 1954.

In addition to serving as mayor for 14 years, he was a city committeeman, supervisor and alderman for many years.

He was a member of State Street United Methodist Church, where he had served on the board of directors and on several church committees.

In recent years, he attended the Christian and Missionary Alliance Church of Fulton.

Rowlee also was a charter member of the Kiwanis Club of Fulton and a member of Hiram Lodge 144 F & AM of Fulton.

Surviving are five daughters, Janice I. Fay, Jane E. Shaver, Elaine K. Knight and Judith A. Howard, all of Fulton, and Adele M. Leotta of Hannibal; two sons, Clyde E. and E. Kevan, both of Fulton; a sister, Erma R. Waters of Fulton; 23 grandchildren and several great-grandchildren, nieces and nephews.

Services will be 11 a.m. Monday at State Street United Methodist Church, the Pastor S. Glenn Thomas of Fulton Alliance Church officiating. The Rev. Robert W. Bird of State Street United Methodist Church will assist. Spring burial will be at Mount Adnah Cemetery, Fulton.

Calling hours will be from 2 to 4 p.m. and 7 to 9 p.m. Sunday at Foster Funeral Home, 910 Fay St.
