He was born on August 21, 1926, in Beardstown to Charles and Glenna Pritchett Shinall. He was married Gertrude "Trudy" Collier; divorced in 1996. Surviving are three sons Steven A. of Peoria, Timothy G. and Rand R. both of Washington; one daughter Jill R. Shinall of Washington and five grandchildren. One son Jack R. preceded him in death.
A member of Teamsters Local 627 in Peoria, he was a driver for Jones Motor Co.in Peoria. He also worked for Peoria Coach Co. in Peoria retiring in 1986.
