Michael Kent Garrett, Sr., 62, went to be with the Lord on 9/27/04. Mike was born on 8/28/42 in Morris, OK to Kenneth & Lois Garrett; both have preceded him in death. He graduated from OU and retired from St. of OK, DHS, CSEU. His daughter Daphne Kristene preceded him in death in 1985. He is survived by his son Michael, Jr. & wife Stephanie and son Joshua. He is also survived by his children's mother & her family. All those who knew him will truly miss him. Services will be held at 2:00 p.m., Wednesday, Sept. 29, at Resurrection Cemetery Chapel. MICHAEL K. GARRETT, (1942-2004)

In 1976, Michael K. Garrett was one of the pioneers in forming what eventually became the Division of Child Support Enforcement (CSED). In over a thirty-year career with the Oklahoma Department of Human Services, (DHS), Mike was selected to attend the University of Oklahoma on a full time basis. He graduated with a Masters in Social Work in 1970.

Asked what one remembers about Mike Garrett, one of the first comments is: ‘He was a intelligent man.'"

Mike was a handsome good-looking tall man with likeable facial features. Especially in his prime, he was a striking figure. Mike carried himself with a stately distinctive air and demeanor. His walking stride possessed a quiet dignity, which commanded authority, respect, and allegiance. As a supervisor, Mike is remembered as one of the best. He was supportive to staff, and yet was a private person.

Later, he walked with a limp and sometimes a cane but in an honorable, warming, almost sympathetic fashion. Only three years following retirement, his untimely passing occurred on September 27, 2004.

Leading the Special Services Unit, Mike worked closely with early child support Directors Tom Wood, Jim Shaw, Wes Rucker, staff Jim Sielert and Jerry McElyea. Additional CSED founders included Jerry Tatum, Virgil Smith, Rita Godlock, Pat Wood, Mary Jenkins, Dee Roberts, Joy Larimore, Dorinda Morris, Yvonne McManus, Laurel Eaton, Asoka Molinas, Wanda Smith, Mary Black,Linda Sango, Donna Campbell, Francis Fox, Vanessa and Annette Brown,

Mike was a teacher, trainer, administrator and writer. For years, much of the training materials for child support were primarily the work of Mike Garrett. He was the uncontested expert in areas such as Locate, IRS, federal regulations, report writing, and statistical performance. His professionalism, experience, knowledge, and humor were a valued asset to many. CSED remembers Mike and appreciates his contributions.
