Joel Parker, a native of Kentucky, was a veteran of the Civil War. He enlisted as a Private on 17 May 1864 at the age of 41 years. Mustered in Co D 13th Iowa Infantry on 17 Nov 1864. Mustered out on 21 Jul 1865 at Louisville, Kentucky.

His pension records show that he also served with Co C 25th Missouri Infantry.

Joel was a resident of Page County, Iowa, at the time of his enlistment. He lived on the border of Page County and Montgomery County. He spent time in a military hospital in Jeffersonville, Indiana, in 1865 and never fully recovered.

Joel married Susan Baker, daughter of William Baker and Sarah Castator, on 8 Mar 1848 in Shelby County, Indiana. Their three oldest children were born in Indiana. They later moved to Page County, Iowa, and the year prior to Joel's death, lived in the town of Villisca. Joel was a member of William Lunday Post G.A.R.

Joel and Susan were the parents of eleven children. Known children are: Benjamin "Frank" Franklin Parker, Samuel Parker, James Parker, William Parker, Anneliza "Anna" (Rush)(Moyer), Edward Parker, Joel David Parker, Charles J Parker (veteran of Spanish American War), and Susan A Parker.

Joel died at his home in Villisca in 1887.
