He attended the Univ. of Detroit, the Univ. of Houston, & graduated from Command & Staff School in Fort Leavenworth, KS. He belonged to the MI National Guard from 1935-1938. After considerable training as a pilot, he obtained his commission and wings in 1942. During the next two years he flew 35 combat missions. He later was Squadron Commander of the 439 Fighter Bomber Wing at Selfridge AFB in Mt. Clemens, MI. In 1956 he was Wing Commander of the 403rd Troop Carrier Wing, and later was Wing Commander of the 442 Troop Carrier Wing at Richards Gebaur AFB, in Belton, MO. Gen. McPartlin was a Command Pilot with over 4000 hours of flying time, with 300 hours spent flying in jet fighters. He received his last promotion , to Brigadier General, USAF in 1961.

His awards and decorations include: Distinguished Flying Cross and cluster, Air Medal, Four clusters, The Distinguished Unit Citation and cluster, the RAF Battle for Britian Medal, the European Theater of Operation with four battle stars, the Normandy Air Offensive Award of Europe and France, and the Air Force Association Medal of Merit. Gen. McPartlin retired in 1970, and was active in various military clubs. He and his wife Ginnie traveled often, and spent many happy times in Mexico, Colorado and Texas. In 2004, Ginnie passed away. They shared their married life together for 63 years.

He is survied by a brother and two sisters, four sons and a daughter, and their spouses. Also be 7 grandchildren and 2 great grandsons. His memorial service was held at St. Elizabeth Ann Seton Catholic Church in Plano, TX. The military memorial service will take place at the Dallas Fort Worth Nationl Cemetery, in Arlington, TX. If desired, donations may be sent to the church.
