Born to Oliver Cromwell and Esther Maria Redner Wolcott, descendants of the Wolcotts of Connecticut he moved to Syracuse in 1864 and graduated from high school in 1876. As a young man he was employed by T.W. Durston & Company as a clerk, then at 23 joined the firm of Davis & Greenway. Eventually he became the sole proprietor of the Wolcott Bookshop. For four years he was president of American Book Sellers Association of New York city.
On October 24, 1883 he married Helen Gertrude Dick. Both were entitled to membership in Sons and Daughters of the American Revolution but never identified themselves with either organization. He was secretary of the Chamber of Commerce, belonged to the Century and Citizens' Clubs and was secretary of the Heidelberg Club. He was also secretary of the Syracuse Musical Festival Association since its organization.
