Victor served as a Technical Sergeant & Radio Operator on B-17G #44-6486, 342nd Bomber Squad, 97th Bomber Group, U.S. Army Air Force during World War II.

He resided in Erie County, New York prior to the war.

Victor was "Killed In Action" when B-17 #44-6366 collided with his B-17 and crashed near Trieste, Italy during the war. The two B-17's were either returning from or going to a bombing mission over Salzburg, Austria. It is believed that the crash was due to the weather which noted "zero" visibility.

He was awarded the Air Medal and the Purple Heart.
