Her paternal grandfather, Dr. David S. Halbrooks, a Fort Branch native, became Evansville's first podiatrist and served as a councilman for the city's 6th Ward. Her father, Horace, was Secretary-Tresurer of Ragon Brothers Wholesale Grocers until he retired in 1926. Elizabeth was born in Evansville and attended Central High School, graduating from there in 1928. She ended up marrying a Bosse High graduate, named Ockie Miller, in 1933, after she returned from the University of Wisconsin. They had two daughters, Marcia and Meredith, whom they raised in the Evansville area. Ockie was a well-respected salesman for Mead Johnson until his retirement in Aug 1973. Elizabeth was very active in the Junior League and also served the Christian Home Health Nursing and Museum Guild.
