Little is known about this individual. Presumably he was born in Spotsylvania County, but this is undocumented as of 2012. He lived in D.C. until the time of his death. The first record in D.C. is the 1900 Federal Census at which time he was single. The 1910 shows him as a widow. The 1920 and 1930 Censuses list him with his second wife and family. There are two entries in the D.C. City Directories that are correct. He should not be confused with another Thomas Haislup that lived in DC at the same time or the Thomas M Haislup from the Mt. Vernon area who was born around the same time.
