Civil War Union Army Officer. He was mustered in as a Private in Company I, 28th Pennsylvania Volunteer Infantry on July 4, 1861. He was promoted to Corporal on July 5, 1861, and then to Quartermaster Sergeant, Field and Staff, on September 1, 1862. He served in that duty for most of the balance of the war, re-enlisting on December 24, 1864 at Wanhatchie, Tennessee. On April 6, 1865 he was commissioned as 1st Lieutenant of Company C. Two months later he was advanced to Regimental Adjutant, Field and Staff, on June 1, 1865. He was honorably mustered out on July 18, 1865.

On November 22, 1910 his wife, Maggie Witham, filed for a US Army Widow's Pension (Application #952935, Certificate #713277).

"WITHAM - On November 17, 1910, Captain WILLIAM S. WITHAM, beloved husband of Margaret A. Witham (nee Tuttle) in his 73d year. Relatives and friends, also survivors of 28th Reg't., Penna Vols., and members of Post 10, G. A. R., are invited to attend the funeral services, on Sunday, at 2 P. M., at his late residence, 45 E. Sharpnack st., Germantown. Interment at Chelten Hills Cemetery. Indianapolis and Cincinnati papers pleas copy.
