U.S. Congressman. He attended Guilford College, studied law at the University of North Carolina, was admitted to the bar in 1901, and commenced to practice law in Dobson, North Carolina. Entering politics, he was Mayor of Mount Airy, North Carolina (1908 to 1912) and a member of the North Carolina State House of Representatives (1927 to 1928). He served in the North Carolina State Senate (1931 to 1932). In 1941, he was elected as a Democrat to the Seventy-seventh Congress to fill the vacancy caused by the death of his brother, Alonzo D. Folger, reelected to the Seventy-eighth, Seventy-ninth and Eightieth Congresses, serving until 1949. Not a candidate for re-nomination, he resumed the practice of law until retiring in 1959.
