U.S. Congressman. He was a sugar plantation owner in St. Bernard Parish, Louisiana and during the Civil War he served as a Sergeant in the Louisiana Heavy Artillery, Confederate Army. After the war, he engaged in merchandising at New Orleans, was Sheriff of St. Bernard Parish, (1872-76), a member of the Louisiana State House of Representatives, (1876-80) and served in the Louisiana State Senate, (1880-1900). He also was Lieutenant Governor of Louisiana, (1900-04) and chairman of the Democratic State central committee in 1908. In 1908, he was elected as a Democrat to the Sixtieth Congress to fill the vacancy caused by the death of Adolph Meyers, reelected to the Sixty-first Congress and to the next five succeeding Congresses, serving until his death at age 74.
