U.S. Congressman. He attended Waynesville Academy, Candler College, studied law and was admitted to the bar in 1881 and commenced to practice law in Waynesville, North Carolina. He was a delegate to both the Republican State conventions, the Republican National Conventions, plus served as prosecuting attorney of the twelfth judicial district of North Carolina (1886-1900) and was a member of the North Carolina State Senate (1894-96). During the Spanish-American War, he served as Major Chief Commissary in the U.S. Volunteers on the staff of Major General J. Warren Keifer. After the war, he was elected as a Republican to the Fifty-seventh Congress in 1901 and served until his death.
