Government Official. He was Colorado's interstate streams commissioner, and was the driving force behind and innovator of the development and implementation of the Colorado River Compact among the Upper Basin states of Wyoming, Colorado, Utah, and New Mexico, and the Lower Basin states of California, Arizona, and Nevada. The Compact, signed by these states on November 24, 1922, and also signed by Secretary of Commerce Herbert Hoover, continues to be the foundation of interstate water distribution in the West, defining the apportionment of and rights to Colorado River water. The Compact made possible developments such as the construction of the Hoover Dam.
