The Compact, signed by these states on November 24, 1922, and also signed by Secretary of Commerce Herbert Hoover, continues to be the foundation of interstate water distribution in the West, defining the apportionment of and rights to Colorado River water. The Compact made possible developments such as the construction of the Hoover Dam.
