Indian Wars Medal of Honor Recipient. At Lava Beds, Oregon on January 17, 1873 Surgeon Skinner was involved in a hostile Indian assault on the Modoc stronghold. Surgeon Skinner rescued a wounded soldier who lay under a close and heavy fire after 2 soldiers had unsuccessfully attempted to make the rescue and both had been wounded in doing so. He received the Medal of Honor via a special act of Congress because at the time he was a civilian contract surgeon serving with the Army. John O. Skinner was appointed Assistant Surgeon on November 10, 1874, Major and Surgeon March 9, 1892. He retired a Lieutenant Colonel, United States Army Chief of Surgeons October 26, 1893.
