U.S. Congressman. Educated at St. Joseph's College, he ran a successful business as a mortician in Philadelphia, Pennsylvania. Entering politics, he was the Philadelphia County Registrar, Bureau of Vital Statistics (1934-39), chief deputy U.S. Marshal (1940-43) and U.S. Marshal for eastern district of Pennsylvania (1943-45). He also was the senior disbursing officer of Pennsylvania State Treasury (1945-50) and a member of the Pennsylvania State House of Representatives (1951-52). In 1953, he was elected as a Democrat to the Eighty-third Congress and to the next nine succeeding Congresses, serving until 1973. An unsuccessful candidate for re-nomination, he resumed his previous business interests until his death. In his honor, the James A. Byrne Court House in Philadelphia, bears his name and the oak tree in the central courtyard at the University of Pennsylvania, was renamed "Byrne's Oak."
