U.S. Congressman. Educated at Wesleyan University, he was a school teacher, studied law, was admitted to the bar in 1862 and practiced law in Hartford, Connecticut. He was clerk of the Connecticut State House of Representatives, (1864-65), clerk of the Connecticut Senate in 1866 and president of the Hartford Court of Common Council, in 1868. He also was Hartford City Attorney, (1871-73), treasurer of Hartford County, (1873-81) and a member of the Connecticut State Senate, (1880-81). In 1881, he was elected as a Republican to the Forty-seventh Congress, serving until 1883. An unsuccessful candidate for re-election, he resumed the practice of law until his death at age 81.
