US Congressman, US Senator. An attorney, he graduated from the George Washington University Law Department in 1934 after studying at Oxford University in England as a Rhodes Scholar. After serving as President of the University of Arkansas from 1939 to 1941, he was elected as a Democrat to represent Arkansas' 3rd Congressional District in the United States House of Representatives, serving from 1943 to 1945. During his Congressional term he ran for and was elected as a Senator from Arkansas to the United States Senate, taking his seat after his time as a Representative ended. He served in the Senate from 1945 until he resigned on December 31, 1974. He served as Chairman of the Senate Foreign Relations Committee longer than anyone in United States History, and is best remember for his Fulbright Scholarship educational grants.
