U.S. Congressman. He attended the Ricker Classical Institute, studied law, was admitted to the bar in 1880 and commenced to practice law in Houlton, Maine. He was a member of the Maine State House of Representatives, (1909-12) and served in the Maine State Senate, (1913-16). In 1917, he was elected as a Republican to the Sixty-fifth Congress and to the next five succeeding Congresses, serving until 1929. An unsuccessful candidate for re-nomination, he served as judge of probate for Aroostook County, Maine, (1934-42).
