US Senator, Rhode Island Governor. Born the son of Rhode Island Governor Arthur Fenner, he graduated from Brown University at the top of his class in 1789. In 1805, he was elected as a Democratic Republican to the United States Senate, serving until he resigned in 1807. He then was elected as a Democratic Republican the 7th, 11th and 17th Governor of Rhode Island, serving from 1807 to 1811, 1824 to 1831, and from 1843 to 1845. After his final term, he lived in retirement on his estate until his death at age 75.
