U.S. Congressman. He attended Geneseo Academy New York, was a school teacher, studied law, was admitted to the bar in 1871 and commenced to practice law in Savannah, Missouri. He was prosecuting attorney of Andrew County, (1877, 83-85) and Mayor of Savannah, (1886-90). He was elected as a Democrat to the Fiftieth Congress to fill the vacancy caused by the death of James N. Burnes and served from February to March, 1889. In 1907, he was elected to the Sixtieth Congress and to the next six succeeding Congresses, serving until his death at age 72.
