Successful in the leather business, he was president of the Thayer-Ross Company, president of the New England Shoe and Leather Association (1916-21) and president of the Tanners’ Council of the United States (1920-21). Entering politics, he was elected as a Republican to the Sixty-ninth Congress in 1925 and served until his death.
