U.S. Congressman. Born the son of U.S. Congressman Henry Southard, he engaged in the general merchandise business until 1814. He was appointed deputy collector of internal revenue for Somerset County, New Jersey, commissioned a Major of the 2nd Battalion, 2nd Regiment, Somerset Brigade, in 1815 and was a director in the New Jersey State Bank. He also was appointed lay judge of the court of common pleas of Somerset, New Jersey in 1820, commissioned Somerset Justice of the Peace, in 1820 and was clerk of Somerset County (1820-30). In 1831, he was elected as an Anti-Jacksonian to the Twenty-second Congress, serving until 1833. An unsuccessful candidate for reelection, he was appointed a master and examiner in chancery by Governor Elias P. Seeley, in 1833, served as Colonel in the New Jersey State Militia and was the New Jersey State Treasurer (1837-43). U.S. Senator, New Jersey Governor and a Presidential Cabinet Member, Samuel Southard was his brother.
