U.S. Congressman. He graduated from Princeton College, in 1863, studied law and was licensed by the Supreme Court of New Jersey, in 1866. As an attorney, he practiced law in Camden, New Jersey and was licensed as a court counselor in 1869. In 1889, he was elected as a Republican to the Fifty-first and Fifty-second Congresses, serving until 1893. An unsuccessful candidate for re-nomination, he relocated to Pennsylvania and resumed the practice of law until his death at age 63.
