Kansas Governor. Obtaining a general education, he worked as an apprentice in the tin and coppersmith trade. With the advent of the Civil War, he organized the 7th Independent Battery of Light Artillery, Union Army and was commissioned a Major in command of a battery. After the war, he moved to Leavenworth, Kansas and became the editor of the Daily Bulletin and the Daily Commercial. Entering public service, he was a assistant assessor of the U.S. Internal Revenue in 1868, served as president of the Kansas State Board of Agriculture, (1873-76) and was president of the Kansas State Board of Centennial Managers, (1874-76). In 1876, he was elected as a Republican the 7th Governor of Kansas, serving until 1879. During his time in office, a state fisheries commission was created, the normal school was restructured with regional schools, a younger criminal reformatory was endorsed, and Indian skirmishes were dealt with. After his time, he served as a member of the Kansas House of Representatives in 1885, was a railroad regulative commissioner, (1889-93) and was Kansas State superintendent of insurance in 1895. He died from diabetes at age 72.
