WEBBER SAMUEL SEAVEY was born May 05, 1841 in East Macias, Washington County, ME, and died December 28, 1918 in Seattle, King County, WA. He served in the Civil War, mustering out as Captain in 1865. He began military service on 1 Jan 1862 enlisting in Company H, Fifth Iowa Cavalry Volunteers. He continued his military service, re-enlisting in Company H, Fifth Iowa Cavalry on 2 Jan 1864. He fought in the battle of Jonesborough, GA on 31 Aug 1864 and was taken prisoner. He was imprisoned at both Andersonville and Macon prisons, successfully escaping and returning to service. He ended military service on 11 Aug 1865 in Nashville, Davidson Cty, TN, being honorably discharged.


He married HARRIET "Hattie" WILSON Nov 29, 1866 In Polk Co, WI and had a son, Clifford. He married Charlotte "Lottie" Lawrence and had a son, Lawrence. He may or may not have been married, but most certainly kept intimate company with Grace Isadore Thornhill Paddock Seavey, who drowned during a flood in New Zealand; they met in Santa Barbara, CA while he was serving as Town Marshall and they apparently traveled together from there, ending up in New Zealand 1879-1884, each leaving a spouse in Santa Barbara. After Grace passed away, he married Rachel Elizabeth Goodisson on 18 Jun 1885 in Napier, New Zealand. Presumably they divorced as she later remarried and had children.


After leaving New Zealand he ultimately made his way to Omaha, NE where he was appointed that City's first Chief of Police on 29 May 1887. He led the Omaha Police Department from 1877 to 1895. He married LILLA (LILA) BUFKIN DOOLEY HOLLENBECK, daughter of John Bufkin Dooley and Sarah A Pettett, on 26 Jan 1888 in Courtland, Gage Cty, NE. He and Lilla B Dooley were divorced in Oct 1899 in Denver, Denver Cty, CO. Lilla was born February 1863 in Iowa, and died 1903 in Denver, Denver County, CO. Lilla is buried in Omaha, NE. They had one daughter, MILDRED JOAN SEAVEY, born Omaha NE January 5, 1894 d. January 05, 1979, Roswell, New Mexico.


He married DELLA E. JOHNSON October 10, 1901. She was born 1881 in Missouri.


Webber Seavey served as Town Marshall in the City of Santa Barbara CA ca 1875-1879 and Chief of Police in Omaha NE 1887-1895, resigning on 20 May 1895. While serving as Omaha's first Chief of Police, he helped found and served as the first President of the International Association of Chiefs of Police (IACP) in 1893, which still annually selects recipients for the Webber Seavey Quality in Law Enforcement Award; he later served as a Detective and Manager of the Thiel Detective Agency in Seattle WA, taking part in the successful hunt and capture of Bill Miner, aka the Grey Fox.


He died on 28 Dec 1918 in Seattle, King Cty, WA at age 77. He had purchased a cemetery family plot but he's the only family member buried there, the rest of those in his plot are strangers to the family. However, there was a flu pandemic in 1918 and it is assumed that those graves were needed and perhaps sold or donated back to the cemetery by his then wife, "Grandma" Della. One of those unfortunate souls buried in Webber's plot is described in the cemetery's paperwork as a "midget".
