Col. Vance moved to Mount Vernon in 1840. He was admitted to the bar in 1842 and rose rapidly in his profession and soon attained a high position as an advocate. He was elected Mayor of Mount Vernon in 1852. In August 1862, he was commissioned Colonel of the Ninety-sixth Ohio Volunteer infantry.
