Celia was the daughter of a Civil War Veteran, Melvin Hallard Handy from Whitney's Point, Broome County, New York, he served in Company F, New York 89th Infantry Regiment Union.

Her mother was Zaidee H. Ferguson from Esopus,Ulster,New York. Her parents met and married in Osage County,Kansas.

Shortly after Celia was born the family left Kansas and moved to Kelso, Cowlitz County, Washington where her brother Ansel was born in 1892, he resided in Baker County,Oregon and died there in 1959.

Celia met Peter William Dillon during the time the family resided in Kelso. After a short courtship they married in 1905 and daughter Madeline Teresa was born in 1906. Celia and Peter divorced in 1909 .Peter re-married in 1910 and later moved to the San Francisco area where he died in 1948.
Celia's mother Zaidee and father Melvin divorced and both remarried. Zaidee married Edwin M. Cross from Oregon in 1908, he died Dec 18, 1919 in Portland.
Zaidee remained living in Portland in the S.E. area until 1930 and then moved to Umatilla County, poss. with her daughter Celia where she died Aug 28,1932.
Melvin married Francis Agnes Ward Gregory in 1915, Melvin died Jan 17, 1921 in Umatilla Co, Oregon.

Celia and Thomas Silas Gibson married in 1910. He was a father to Madeline and raised her as his own. Celia and Thomas had three daughters and a son together.
