Vermont Chief Justice. He was educated in Franklin County, and enlisted for World War I, joining the Army as a Private and attaining the rank of First Lieutenant. He remained in the Vermont National Guard, and achieved the rank of Major. Shangraw was a 1923 graduate of Albany Law School, and practiced in Franklin County.
A Republican, he served in the Vermont Senate from 1951 to 1952, and was a municipal court judge in St. Albans from 1935 to 1947. He served on the Vermont Superior Court from 1951 to 1956, and was Chief Judge of the Superior Court from 1956 to 1958. He was an Associate Justice of the Vermont Supreme Court from 1958 to 1972, and Chief Justice from 1972 to 1974.
