Son of William Hill & Sara Jean (Brindle) Garwood of Pennsylvania.

Bill was raised in Pittsburgh, he graduated from McKeesport High School and the University of Southern Mississippi.
He earned a Master's Degree from USM in police administration and did post graduate work at the University of Mississippi Law School, the University of London, England and the Royal Canadian Mounted Police College in Ottawa, Canada.

As a young man, he was a member of the Navy Seebees and stationed in Gulfport, MS. He worked in rescue and recovery after Hurricane Camille devastated the area in 1969.
He served 2 tours in VietNam War as a Seebee attached to the Marines. Included in his many awards is the Combat Action Ribbon. He has the distinction of being directly appointed as an officer in two seperate branches of the military: US Navy Ensign, JAG Corps from 1973 -1975 and US Army 1st Lt., MP Corps from 1979 to 2000. He retired in 2000.
