Howard was the oldest of three sons born to Clarence H. Cole and Margaret Elizabeth Sullivan. Howard married Lucy Elizabeth Stair and together they had five children: Pauline, Gladys, Julia, Ruth and Unknown.

The Times, 19 November 1926:
The mystery regarding the disappearance last Saturday three weeks ago of Howard C. Cole, aged 30, son of Mrs. Maggie Cole, Pennsylvania avenue, this city, has been solved.
With his wife Mrs. Lucy Cole, formerly of near Taneytown, and family of five children, he had moved to Baltimore where he was employed as a brick layer. He was last seen the afternoon of October 23.
Howard Long, this city, a friend of the missing man, visited his former employer, Mr. Coburn, in Baltimore. The latter had noticed in the papers an item concerning the finding of a man's body near the wharf last Saturday. They visited a morgue near the wharf last Saturday to learn that the man had been held since October 29 and had been buried that morning. He had been in the water about four days, it was said. The description of his appearance and clothes given by attendants at the morgue tallied with Cole's including a tattoo mark "U.S.A." on the left arm. a fountain pen and ring were turned over to the police department.
His brother, Denton Cole, went to Baltimore and secured the ring which he identified as his brother's, it having the initials "H.C.C.". The body was exhumed and brought to this city and buried in Krider's Cemetery on Thursday afternoon after funeral services by Rev. John W. Garner, of St. Paul's Reformed Church. He was a grandson of the late Mr. and Mrs. Jesse Sullivan of near this city, and has many relatives and friends in this city.
